That's the thing you yell in "hide and seek" when you are "it"
and are calling for everyone to come out of hiding to start again.

"Alleee All eee" (all or everyone)

"outs" (come out of hiding)

and "freed" (people who got caught go into jail and they are "freed".

So it's a way of telling people (in poker terms) to show up and put
your cards on the table.  Come out and show yourselves.
